The project was based in two primary goals:
The first was to densify and concentrate all the constructed program along the outer perimeter fence that draws a new permeable street front in a way that it becomes one single element that mediates the contact between urban context and the new facilities inside and not just a security barrier. This structuring element can support diverse functions such as publicity panels that can generate an important income to the Centre, photovoltaic panels to collect and produce out of grid electrical energy, climbing plants that increase the shading area at the same time that creates a green scenario to the city landscape.
The second aim was to develop a construction system based in prefab 4m X 4m modules that allow endless combinations that can be resized and customized according with the specific needs of the facility and its desired phasing and without major cost variation. The constructed modules grow from the outer fence perimeter, allowing a closer relation with the street and intensifying the social life on the sidewalk in a bidirectional dialogue between with the inside spaces and activities of the Center.
