PROJECT PLAN STRATEGY
Main objective is to create and multiply basic primary school on site. That is a good choice in short and long term thinking of all those people coming back to their land of origin.
The project purpose is to locate primary school widespreadly on the territory aiming at keeping the students in relation with their environment.
That choice allows to satisfy the lack or the absence of transportation support; the initiative foresee even the inclusion of health care areas that could permit to keep the people health conditions under control, and not only students. Potable water as one of the major problems continuously faced in Southern Sudan has been taken into consideration in the project . Its solution is proposed in the project is made by introducing green building (bio-architecture) principle which exploits the rain-water. The collected water will be used then in the school services. The water collection site may change following climate differences. Mechanical system support could be used where its necessary. Learning and teaching processes will be facilitated by creating autonomy in resources and services supply inside the school. The strategy of the project is also to create local sustainability not only by using local raw materials , but also by using the local human resources, thus creating self-reliant economy.
The school building project at Nyepo payam is the outcome of the self-management given to the local community in the New Sudan. Kejo-keji county in south Sudan foresees to entrust the management by the community cooperation. The plan previews the realisation of 6 classrooms of 36 student each, besides the common spaces and standard services required. Separate teachers accommodations structures , water distribution installation and hygienic services are also included. The initiative also will set workshop finalized to enrich the local human resources with the technical knowledge of the local material and building techniques. This will include also knowing the local plants (vegetation) technical specification for building knowledge.
The ongoing project on-site research will help also in the future in previewing problems and solutions for similar projects.
The functional spaces are to be engineered in order to create flexible spaces for adaptable teaching activities and programs.
Flexible spaces are aiming at facilitating the integration between the social, cultural and didactic activities at level of the local community.
First of all we have to distinguish northern desert areas from South Sudan's savannah where levity and transparency of constructions are the peculiarity of the latter. The plan projects the use of little modern materials save those which give long life to the performance of the building.
The first resource that the project own is the returnees to the payam. Besides, there are excess of local building materials, and other natural resources.
What is lacking is the financial resources. The funding promised by the peace agreement-member-countries have not yet allocated any funding. South Sudan has high economical and development perspective thanks to growing oil deposit in all region even if the whole potential is not completely exploited yet.
Nyepo payam is situated up north of Kajo-keji County, north border is Juba County, west border is Kiju river and Kala mountain range, east border is Nile river, south border is Mogiri and Kai'bo. Nyepo is located 55 miles south Juba. Kajo-keji town is 13 miles away from Uganda borders and Nyepo is 18 miles away to it. The population is "kuku" original and speaks "bari" and Nyepo Payam is the largest territory in Kajo-keji County (among 2250Kmq) with the lowest population of 20.000 inhabitants. The area has four biggest villages and they are: Kansuk, Rodo, Lori and Gaderu.
After the civil war ending many people came back to their villages from the Sudan inland even before the organized repatriation of UNHCR, but often these populations do not find anything in their origin territories, no schools, no health care centre and no drinkable water.
As premises, the local communities authorities have right to decide autonomously which use to do with the land owned by the community. Nyepo community has its experience in initiatives of building environment of their interests and this is proved in its history. Architect Paulo Jermano Boyong Sobe, coming form Nyepo, is the one that purposed the project and he has been by the community delegate to carry on the initiative. ONG associations yet operating in co-operation projects in Sudan will be selected and involved; after that a design
and consultancy team will be created.
Those who will find benefit from the initiative are base school aged young that in village are round 1000 units. The school building will also play the role of a “community center ” for education, training and meeting place for the people.
THE INITIATIVE STRATEGY
To build a schooling structure capacious to receive 180 - 200 students, teachers accommodations areas and collection and distribution water installation are main object to achieve. The develop plan foresee the increase of the structure to a 1000 students capacity always with teachers accommodations, various services and the basis health units close to the school. Teachers assignments will be put into effect as soon as the structure will be completed by the South Sudan government.
The realization contributions will have different origins, the local community will provide with organized and instructed workmanship in construction site by local and association belonging technician bringing local material supply and in site wood and raw material processing.there will be also a Nyepo abroad refugee population contribution. National, regional and local economical contributions will be required plus private sponsors and international association funding.
