Call Notes: May 24, 2010

Attendance:

  • Tender Bids:

  • Joseph (without Darren) to meet Paul to negotiate labour rates and discuss material costs and quants. DG and JK to meet tomorrow (Tue) for preliminary checks.
  • DG to meet Robert tomorrow – finally! GS: given he’s been MIA we shouldn’t proceed with him but numbers would be interested. Agreed.
  • Budget/Design Revisions:

  • DG/GS: we need BoQs and drawings from Joseph. JK will forward these to Darren asap.
  • JK: we don’t have a single school which is 100% complete so comparisons with previous BoQs will be difficult.
  • BT: what can we save using ISSBs/on superstructure. DG: walling represents approx 20% of overall budget. Unit costs of ISSBs are higher than fired bricks when you have to buy all materials – we only need to buy cement so should be cheaper. Should save approx 50% on mortar. DG to check numbers and follow up.
  • GS: what can we afford and what does that get us in terms of design? DG: with reduced area, reduced/negotiated labour and material costs as per Dan’s BoQ we can hopefully get to an acceptable figure. Can possibly squeeze a tiny bit more out of the design but savings won’t be significant.
  • DG: went through BoQ with Dan - he stands over quantities but expected unit costs to come in higher than he quoted. Obviously, profit margins, overheads etc bring tenders higher again. We can trust quants in his BoQ.
  • DG: how have BT achieved reduced costs for other schools? JK: saved through ‘creative procurement’ – frequently get materials for less than quoted in the BoQ through negotiation with vendor and transport.
  • DG: why is this scale in budget difference only now apparent? GS: don’t know, we were clear with team before as to what our budget was.
  • 2nd ISSB Machine:

  • 2nd machine required to prevent delays at Nakaseeta. BT own 3 machines – 1 at each construction site right now.
  • GS: Each machine produces slightly different blocks – need strict supervision. DG: I can provide this – recommend each machine produces bricks for separate blocks.
  • JK to check rental prices with Paul and Robert. Machine needs to be on site within 2 weeks.
  • DG: using IBBS requires careful scheduling – in 2 weeks time ISSBs being made on 3 separate sites – slow progress. Should begin production long before construction starts. JK: problems with delays due to testing and not having confirmed budget/go ahead. DG: agreed but needs to be scheduled more carefully in future projects. GS: can Darren and Dan work out schedule to be used in future? yes.
