EXECUTIVE SUMMARY
Upon returning from visits to five Centres, Architecture for Humanity has hired and are inducting three new design fellows (Limpopo, Botswana and Cape Verde) bringing the total active fulltime program staff in Africa to 15 (4 of which are on location). Quarterly meetings resulted in the initiation of new coordination between streetfootballworld and Architecture for Humanity.
Highlights – Mokopane and Alexandra have been ‘re-started’, design briefs for Cameroon, Tanzania and Mozambique have been submitted for approval. Lesotho has been closed out and celebrated its Centre Opening.
Immediate Challenges & Concerns:
Rural locations for new centres pose challenges to finding competent building consultants within a reasonable geographic proximity to the sites. This may result in increased costs due to travel for both the consultants and the Design Fellows working on the project. This will apply to Cameroon, Tanzania and Mozambique.
The standards of practice in Cameroon, Mozambique and Tanzania will pose challenges to meeting contract requirements such as a 5 year warranty, insurances and surety as well as construction site health and safety requirements for the scope and location of these projects.
Cameroon may be particularly acute with regard to the challenges with limited access for construction as well as the structure of building standards, project delivery and contracts. We intend to work closely with Brandon Dreyer to craft solutions to these challenges while curbing the additional costs or time they may represent.
QwaQwa-Love Life: Love Life has yet to install a site manager at project location. Without Centre Host representation, Architecture for Humanity Design Fellow will be tasked with working in the community without client/Centre Host support to liaise with municipality, Thibela community, etc.
Centre Host and FFH Centre confirmed without assessment of physical sites (size, characteristics, services etc.) See below statement of assessment visits by AfH staff coupled with indications that travel budget is restricted for AfH.
Centre Host pursuit of VAT Exemption for centre construction, Edendale and Qwa Qwa requires immediate attention, all other centres to be vigorously pursued in this regard. We ask sfw/Fifa assistance in coordinating this with the Centre Hosts as VAT exemption represents up to 150,000 to 200,000 USD savings to the program on the construction cost depending on the percentage of tax for each country.
Written definition of the donation budget for Yingli components of the projects.
Project schedule and Practical Completion; ‘Practical Completion’ is far from ‘complete’. The success of Lesotho with regard to the construction schedule (shortest construction and close-out duration to date) cannot be an assumed model for all future centres. Lesotho enjoyed the nexus of a sophisticated Centre Host and a very good builder along with a local consultant team that had worked with each other and the builder on previous projects. Lesotho was completed without a Design fellow on site, however it was the strength of the Centre Host and a great deal of work in the Cape Town office that made this possible. With potentially more than 2 projects completing at a time in the remaining twelve centres Architecture for Humanity does not have the staff to manage a completion/closeout process without Design Fellows on site until the snags and other critical aspects of the work are properly documented and witnessed. Note: per the new budget as single trip to site from Cape Town exceed a monthly stipend. This coupled with a restricted travel budget can create risks for quality and timely closeout of centre construction.
Site Selection: Architecture for Humanity has forwarded the site evaluation checklists to streetfootballworld to assist with visits to potential Centre Hosts but have not received any reporting on the site from sfw/Fifa site assessment team
NEW STAFF
Elisa Engel is an architect originally from Germany, but has lived in Swaziland for several years prior to her architectural studies. For the past 7 years she has been in the UK working specifically on school design. Elisa is scheduled to start work in Cape Town the first week of September and her assignment is to be Ramotswa, Botswana.
Themba Mekwa is a South African national and a registered architect who joined us just in time to make the site visit to Mokopane. He has been on board since the second week of September in a part time role and will be fulltime Design Fellow starting October 3. Themba has experience in private practice as well as working with the Department of Public works in Western Cape on community design and construction.
Ana Reis is a Portuguese national with considerable international experience with some of the most notable architectural practices in Europe. She will be joining us in Cape Town October 17th to serve as the Design Fellow for the Cape Verde Football for Hope Centre.

Contractor has submitted Extension of time for an additional 4 weeks. AOR completing report due next week. New estimated date of practical completion: November 16.

Yingli consignment still delayed in customs - nothing further has been heard from Yingli regarding the issue.
Greenfields pitch arrival will delay the handover of the building. Therefore partial possession of building to occur at practical completion. Contractor will return to complete items once GF have completed works.
Signage estimate has come within budget. Awaiting final print ready graphics files from FIFA communications.
Change order/revaluation of work almost complete. Final negotiations ongoing. Expected 5 October.

Quantity Surveyor - New drawings have been issued via email to Q.S as requested in query list #04, DoH standards and information requirements issued and discussed at meeting. Drawings being issued as they are being completed. Current BoQ requirements discussed at meeting 15/08/2011, draft BoQ expected Tuesday 23 August 2011. Current assumed milestone 27/08/2011.
Civil Engineer – DF tasked with drafting initial drawings for remaining drawings expected from engineer due to time constraints, engineer to approve, upon review all work before inclusion in tender document. Assumed milestone as per latest deliberation 15/08/2011.
Geo-tech Engineer - Report not yet received as expected, AfH received an email advising on new dcp's to be done on the site to affirm rock depth details are to be discussed amongst engineers and date of final report not established but to be advised ASAP. Assumed milestone as per latest deliberation 18/08/2011.
Electrical Engineer – DF had meeting on 16/08/2011 to review progress to date. DF impressed with level of commitment as Dihlase eng. Have proposed to assist in lowering the overall cost by tendering the electrical component separately and negotiating prices with suppliers. They have drafted a BoQ separately from the main BoQ and will have it issued to the QS for review upon completion. The current dates set for the next meeting is 27 August 2011 for final draft review of documents.
AoR- DF working with AoR to satisfy information requests for BoQ development and general standards. When DF has completed the drawings then a meeting date will be established for the review according to regional standards and a round of discussions with the DOH's Al Cardoso will follow as soon as the BoQ is ready for review. DF has not completed BOQ reconciling. Due to many errors by the AOR in the BOQ the DF has had to further engage in value engineering and negotiations. This will be resolved in the coming weeks and submitted with the next claim for payment
Program is back on track.
Three code will concentrate on excvation, retaining walls, soil dispersal, foul drainage during DF's Holidays. Has been agreed.
Yingli consignment located. DF has introduced sub-contractor to Three Code and this will be delivered to site.
Greenfields shipment expected mid-september. AFH request this is pulled forward by one month.NOTHING FURTHER. This could potentially mean the centre is handed over without the pitch. DF would ask that Greenfields are conctacted by FIFA and/or streetfootballworld in this regard.
Water funding application acknowledged by German Embassy. They will fund in 2012.
REMA and RDB will visit the site on DF"s return to agree planting to area of wetlands. Note this is not in the FIFA budget but the setback will require major landscaping. If REMA/RDB do not agree to paying for the costs of creating this setback then additional monies will have to be requested as this area is very unsightly.

•On December 17, Ifeoma and Kevin met with representatives at BIG BOX Containers (a South African based company specializing in sales and modification of shipping containers) to discuss their proposal for the Centres in South Africa and Lesotho.
•December 9, Ifeoma met with representatives from Eco-Insulation to solidify information on their material donation. Ifeoma is currently pursuing material donations from South African manufacturers of Water tanks, roof sheeting, pitch lighting poles and rigid insulation.

Rwanda: Kimisigara Football For Hope Centre

•4 tender returns came in at 5 times the budget. This was due: to huge discrepancies in quantities between the Quantity Surveyor and Engineer; building costs in Rwanda being way over what was anticipated; errors in Bill of Quantities; and Contractors inflated costs.
•Killian sat with Quantity Surveyor , Engineer and Architect of Record and audited the Bill of Quantities. This will be revised and issued to Architecture for Humanity for cross-checking.

•Meeting onsite last week with Ministry of Sports, Environment, Rwanda Environment Management Authority and Rwanda development board was not documented or recorded. There is no clear indication as to regards the limits of the site.
•Killian has issued provisional site layout with Rwanda Environment Management Authority setbacks to client for passing onto the Rwanda Environment Management Authority and Rwanda development board. Ministry of sports is dealing with this through the Cabinet. Note this re-design was down without clear information , and indicates that the current design can only fit the building in behind the setbacks; pushing any further into the site will require a full re-design.
•Building Permit and Tender date is on hold until decision has been made
•Killian's visa application was turned down due to not having Police Report/Finger prints from South Africa. Architecture for Humanity to assist in the resolving of this.

•Panel graphics are underway. Should be finished (although not installed) by Sept 8. Installation will be coordinated with Greenfields.
•Overall construction is behind revised schedule. Penalties to contractor might need to be implemented starting next week.

•Floor screed in Multifunction Room is being re-done by Contractor due to numerous cracks. Contractor suspects it was due to poor quality of green oxide used. Screed in all other rooms is still in good condition.

•Completion of Paving slabs around pitch was delayed due to lack of stock at the Manufacturer's plant. Completion of the works expected at the end of this week.

Africa's first Football for Hope centre, the first of 20 centres for education, public health and football that will be built across Africa as part of the 20 Centres for 2010 campaign, has opened its doors in Khayelitsha on the outskirts of Cape Town.
Fifa President Sepp Blatter, Western Cape Premier Helen Zille, 2010 Organising Committee CEO Danny Jordaan, SA Football Association president Kirsten Nematandani and Cape Town Executive Mayor Dan Plato were present at the official opening of the centre on 5 December.
"With the opening of this Football for Hope Centre, we can now see the real legacy that the 2010 Fifa World Cup will leave in Africa," said Blatter. "This centre will use people's passion for football to transform communities and to provide hope and opportunities for young people. Many years from now, people will still be benefiting from this and the other 20 Centres for 2010."
A partnership venture between Fifa and streetfootballworld, 20 Centres for 2010 is the official social responsibility campaign for the 2010 Fifa World Cup South Africa™.
Urban regeneration
Khayelitsha's Football for Hope Centre will form part of the city of Cape Town's regeneration programme for Khayelitsha, one of South Africa's biggest and poorest townships.
The centre will tackle the problem of HIV/Aids in the community, and serve as a platform to improve education and health levels among young people, in addition to boasting an artificial football pitch.
The centre will be run on behalf of Football for Hope by Grassroot Soccer, a non-profit organisation with a strong track record of HIV/Aids prevention in South Africa's Western Cape province
"We are hoping that this initiative will have a positive influence in our society and enhance our efforts to build a better future for our young people," Nematandani said. "For us it was always important that this Fifa World Cup would touch the lives of ordinary people, and this campaign is a great example."
'Once a crime hot-spot'
The area on which the centre was built is loaded with memories for local residents, and not necessarily good ones. Formerly an abandoned marshland, it was also the most dangerous part of the township.
"Until now it was considered as a crime hot-spot, but now it's going to be seen as a place of activity that people will be able to benefit from," says the chairperson of the Khayelitsha Development Forum, Zamayedwa Sogayise, who along with many others did much to ensure the centre was built in precisely that location.
"Everyone here was delighted when we heard that the centre would be built here," says Gladys Zoleka Masiza, a local inhabitant. "Now our children will have somewhere to play.
"Sometimes our youngsters fall into delinquency and theft," adds Masiza. "Now they realise things are changing; there's a light now, and everyone can see them. They can no longer get away with doing whatever."
The next five 20 Centres for 2010 centre will be built in disadvantaged communities in Kenya, Namibia, Mali, Rwanda and Ghana.

Project is delayed due to hold ups in approval of Design Brief. Original plans for a fast tracking of approval process for further stages will need to be reviewed.
Design Brief aproval from SfW still pending.
AoR contract will proceed upon review and final approval of Design Brief.
Design Fellow working on the contracts for AoR and consultants. Budget breakdown has been aproved by AoR, QS, and Electrical Engineer. Approval still pending for Civil Engineer and Geotechnical Engineer
