Report:
•Last site visit: 20 February 2013 (Practical Completion Inspection)
•Municipal sewer completion is delayed indefinitely and therefore bulk sanitation and water systems to centre remain unconnected. The consultancy team was unable to test and approve connections therefore handover could not occur. The Contractor has met all other requirements for Practical Completion and thus the Architect of Record and Design fellow will issue Practical Completion certificate back dated to 20 February 2013, once bulk services to the centre are finalized. We are of the opinion that the Contractor can no longer be penalized for works beyond his responsibility.
•Copy of snag-list for specific in-depth items to be posted on the Open Architecture Network.
•Outstanding general work: Toilet seat covers to be replaced. Handrails to be secured. Pole with hook to be provided for opening of clerestory window.
•FFH Building plaque: Design fellow awaits list of contributors/ donors from Centre Host. Draft plaque to be issued to FIFA by 27 February. All other signage drafts to be circulated at the same time.
•The Quantity Surveyor has confirmed additional funds within the budget which will be allocated for a perimeter fence around the centre. It has become priority that the property is secured. Design fellow/Quantity Surveyor/ Contractor are working together to acquire suitable quotations that meet the budget. Specifications are to be finalized by 26 February 2013 for ordering of materials.
Current Challenges:
•Payment to Contractor: payments made to contractor currently equal 1/3 of contract value with payment certificate #3 pending will roughly equate to 2/3 when made. We are currently behind the payment schedule and thus will require, where possible payments be expedited by AfH to catch up as we begin to wrap up FFH Mokopane project. Design fellow is to coordinate with program manager for assistance in fast tracking process. Program manager is to correspond with Architecture for Humanity headquarters in an effort to fast track current payment. Design fellow expects next payment invoice (certificate #4) from Quantity Surveyor within the next 2 weeks.
Center Host (DCCV):
•Centre Host to issue draft program for Opening Ceremony. Design fellow will circulate to relevant parties once obtained. Ceremony dignitaries to include: Member in the Executive Council for Sports, South African Football Association, local and district mayor’s office and local soccer celebrities.

• Foundation concrete has been cast and foundation walls erected. Fill
under surface bed has been compacted and samples sent to laboratory for
assessment. Engineer to give approval upon verification of test results.
• Storm water drain is nearly complete.
• Community meeting held 6 October on site was successful. Centre Host
George Mamabolo facilitated meeting along with ward councilors. 15
labourers were chosen for general works on site.
• Ms.Ruth Madidimalo has been selected as the Community Liaison Officer.

October 5

• Site Meeting 03 to be held Wednesday 10 October on site.
• Foundations trenches have been dug and tested for compaction. Contractor
awaiting results for Engineer’s approval.
• Variation Order #2: Delayed. Contractor set to claim 5 additional
working days due to blasting of boulders for foundations platform.
Practical Completion date to be revised as it will run into Builder’s
Holiday (14 December 2012 – 7 January 2013)
• Community meeting to discuss labour matters including electing of
Community Liaison Officer to be held by 5 October. Centre Host to
provide feedback.
• Construction Guarantee has been obtained and submitted to Architecture
for Humanity - 3 October.

September 28

• Earthworks + Foundations: 13 – 25 SEPT: Delayed due to factors outline
in report.
• Next Site Meeting 03: 10 OCT.
• Contractor has placed the platform for building’s foundations incorrectly. The implications being that 1). Either the platform has to be extended to building’s correct position or 2). The building and pitch positions will have to be moved. Design fellow assisted by the Engineer has taken the decision that option 2 is the ‘lesser evil’ due to the following factors: 1). Sporadic sub-terrainian rock outcrops will require blasting – which will lead to added costs to the project. 2). The project will experience at least a week’s delay for excavations, new fill compaction and testing. A contract instruction has been given for the Contractor to implement these changes based on a survey by the Land Surveyor, approved by the Engineer. The Land Surveyor has pegged the final positions of the building and pitch.
• Variation Order #2 has been received from the QS. Design fellow to
forward to program and construction manager for administrative
coordination.
• Payment Certificate #1 has not been finalized as the QS awaits
quantities for the platform, and soil compaction test results to render
his evaluation.
• Greenfields provides schedule of dates for sub-base material delivery and pitch installation. Proposed dates are beyond date for Practical Completion and will need urgent review.
• Outfall sewer design by the Municipality remains pending.

September 14

- The contractor continues with general site clearance as per works programme.
- The contractor has indicated the extent and size of hard rock boulders found on site exceeds the measured amount in the Bill. These boulders cannot be dug up and therefore blasting is required, this has been confirmed by the civil consultant.
- Greenfields has been notified of project ‘go-ahead’ on site, design fellow is awaiting further input for delivery of sub-base containers.
- Phaesun has been notified of project ‘go-ahead’ on site, design fellow is awaiting further input for delivery of solar components and light poles.

August 31

- Site Hand-over meeting was held 29TH AUG. at the offices of the centre host SARCS in Mokopane. All consultants were present in addition to the contractor, centre host and Ward 29 councilors.
- The contractor has works and public liability insurances in place and has taken possession of the site 29TH SEPT works to begin Monday 3RD SEPT.

August 24

- Pre-construction meeting was held on the 24th with Brandon Dreyer of streetfootballworld in attendance. The meeting was a success with all delegates positive.

- Progress has been made with Municipality for facilitation of construction of outfall sewer line. DF to engage Program Manager re recommendations to be made by AfH for appointment of Civil consultant by Municipality. This item is now on the critical path.
- Approval of consultants contracts by AfH. Urgent attention will be required.
Current Challenges:
- Bidders and QS have expressed frustration of rigid budget which makes little account of local construction conditions. DF finds it increasingly difficult to find a balance between a good design with all STATUTORY requirements and the bottom line cost in preparation of recommended contract sum.

NOV 25
• DF has returned from 2nd site visit
• Meeting held with Mogalakwena Local Municipality and Centre Host SARCS (21.nov.2011) to present site development plan and discuss municipality obligations as prescribed in the MoA in order to co-ordinate delivery of bulk services with the project schedule.
• DF to forward schematic drawings 'as they come' to co-ordinate with council officials for the installation of services.
• Meeting was fruitful as DF was able to gain clarity regarding municipality expectations for the site and general protocol. DF has gained contact details for heads of Planning, Electrical, Stormwater and Drainage departments and established a liason official within the council for general communication.
• DF and Centre Host met (22.nov.2011) to discuss the on going process of schematic design. CH has expressed satisfaction with the general progress of the project.
• DF met with local quantity surveyor YM Cassim & Associates. Company has expressed keen interest to do pro-bono work as they desire to give back to their community.
• QS and AoR Pro-Bono Agreements are being finalised and may be reviewed during DF San Francisco trip 5th - 9th December.
• Land Surveyor has promised to complete survey next week. The finalisation of these works has become critical to the planning and costing of the overall project at schematic level.

• Quotation from Maesela Professional Land Surveyor Inc. has come in quite expensive. DF anticipating second quotation, from Louis Nel Professional Land Surveyor to come in cheaper as the consultant is based in Mokopane and has already completed some survey work on the property.

• Design Brief Package submitted 24th October to AFH San Francisco. DF awaiting response by 27th Oct.

• Centre Host issued DF a final copy of the SARCS Strategic Plan for the FFH centre. A copy was issued to sfw also. DF anticipates minor revisions to be incorporated into brief, which will be circulated accordingly.
